This is the side I'd be picking. I'm loving the dog that Vest is bringing and I prefer Uru to play off the bench in the backrow. Backline pretty much picks itself and you're right about 23 just being a toss up between whoever is fit. Daugunu would be my pick though.

It's not the same situation but Petaia was essentially taken as a development player in 2019 and debuted during the World Cup. Definitely not saying that I think the Wallabies should do it for Sua'ali'i, but there is some precedent for it.
