As far as I know, every player in Australia has to fill out an ARU registration form - so yes everyone playing rugby in Australia has to be registered with the ARU.

Ok, my mistake, I took the issue out of context..as in, does the ARU have to clear a player to play for the tahs..but yes, everyone has to be registered
I doubt they would take it any further than just not renewing his ARU contract, he would be free to play otherwise..unless it turns out to be really bad shit

ARU per se would have almost no say whatsoever in whether Mr Beale could play with the Tahs.
remember when one Soup team wanted to do a deal to flout the ARU policy of no tops-up for players with less than two years in the Wallabies to recruit a player with zero years in the Wallabies?
the Soup team wanting a player topped-up simply did a contra with another Soup team wanting a nice top-up payment for its star.

When the offence relates to 'bringing the game into disrepute' and is large enough to end a current contract new ones are usually blocked, at least in most sporting leagues I'm aware of. It's not necessarily a permanent ban, but generally some amount of forced exile is required for redemption, particularly if the offence was malicious, or in cases of significant history.
