It's NSW specific but there isn't an administrative thread for the states so will just drop this here:

Doorn also commented that due the COVID epidemic NSW Rugby have reduced their cost base over the next twelve months across the business by $7m – this includes savings from staff, players and operating expenses to protect the long-term financial viability of rugby in New South Wales.

These include (but not limited to):
Centralise community rugby operations - experienced staff retained and will assist multiple zones and areas of the game.
Reduced support personnel for the NSW Waratahs across sports science and sports medicine.
Operating with a reduced Super Rugby AU squad, by not replacing players departing prior to competition commencement.
Hiring freeze of staff and players until 2021 Super Rugby competition is determined.
Identified staff to remain on JobKeeper until the end of September.

Yeah that’s a killer. I would’ve hoped they could of kept at least a skeleton crew of say 5 development officers. Very, very concerning.

Yes - that bit wasn't included in the quote. Would rather drop some of the backroom staff for the professional team than get rid of grass roots development.

It's all part of that first point. My read on it is that they are just amalgamating roles geographically. I have been to courses and there are only 8-10 people there and they're always at bigger centres. Where they get the big roll ups is when they travel to the towns and attend club training etc so hopefully the ones who are left will be putting in the miles.

It would be truly ironic if the only professional rugby played in Australia from 2021 (as some predict and even hope for - nutters) is in Western Australia.
There will be at least 2 - WA and rest of Aus. I think the actual worst case is 3 though - Force, Tahs, Reds
