Surely that's just speculation on his part. Poor speculation at that. Because why would Japan who have proven themselves competitive at the T1 level or at least competitive enough to warrant regular tests against them want to play Aus A? Add to that why would they having actually hosted the Wallabies in the past entertain the step down? Unless it's Japan A it's not really worth their time.
No, what I'm saying is that I don't see the benefit to them running their national squad out against our development team. I thought we'd as a sprt had moved past treating them as T2 at this point. If it's Japan A then there's definitely benefit to it. But for a Union who successfully hosted and competed at two RWC now and who have actively sought out games against T1 opponents it makes no sense to play your national team against Aus A. It certainly won't make their case any easier to sell to be included in say The Rugby Championship in the future.
Let's them cast an eye over our developing players too and an opportunity to offer contracts to any stand outs.
Japan regs regarding foriegn players.They're all capped players now though so they can only field two on the field at any time. Makes it hard to sign guys that aren't out and out stars at least in the top league.

A. Japan National players and non international’s
B. Foreign players eligible for Japan selection.
C. Internationals
From Jan 2022;
They must have 11 Cat A players on the field and 17 on the match sheet. No limit on Catagory B but only 3 category “C” players on the field.
From 2023;
Limit applies to squads in that 80% must be Category A. B and C will be treated the same and can only make up 20% of the squad.
Probabaly harder for non established players to get a spot in the squad. But I think we will see more big money offers for the top players. Why spend squad spots on lesser players when you could fill out your matchday with world class players?That easy money opportunity seems to be tightening.

As I understand it, there will no longer be a limit of 3 on the field next year. The limits apply only on the total squad.From an Australian perspective, by re-introducing Australia A, it means all those Wallaby fringe players now firmly fall into Category C for Japanese team selection.
If you are only allowed 3 of the Cat C players on the field, you'd want them to be proper capped test players, not the A level.

I think it's probably factored in - both things were rumoured at the same time and it sounded like the super tours were facilitated by the Aus A one:I wonder what this will mean for the tours that the super rugby teams had rumoured, consecutive perhaps. Would struggle for concurrent tours with numbers
