I don't think they factor in any of the things you mention when appointing refs. At a closer look you could probably make a similar case about each ref for all the games, given refs have a history with all teams in just a 15 club comp.

Why, it was a clear penalty? The tackler can put his hands on the ball if he beats the ruck, which Gill did. But the ruck formed, Gill let go, and then tried to pick it back up when the ruck was in action. Simple stuff really.
