    Are you talking penalty or scrum advantage? If scrum advantage - there is no requirement for advantage lines or gain lines or the like - the test is along the lines of "controlled" ball similar to a scrum possession.

    Sanctions are typically left to the school of the player sent off. They are getting better at self administration. For senior fixtures I understand that the convener & the victim school both have to sign off. GPS have a formal independant judiciary for these sorts of matters.

    Inbreeding is the problem - SJRU & NSWJRU appear to be sub committees of each other. As to inability to stick to a hard decision, you only need to talk to anyone involved in the round 4 / 5 regrading fiasco. "NO APPEALS" on regrading got thrown out the door rather smartly by the committee...
