    Certainly the heads of the "5" know the logic of this observation, because Scootttts seconds, are in fact a proper 1sts quality team, leaving them to clean up in both 1sts & 2nds.

    Not at all - this is the fundamental requirement and has been for many years. The trick is that there are exceptions and ways around it if a player has previously played reps, they can rely on that previous experience for a "free ride" the next year.

    So you've read the AR's report? You must be extraordinarily well placed - team coach, sports master, head master, ref dept from NSWRU or the convener of the CAS. Which is it because I would have thought that any of that list would be more discrete than you have been.
