yes mostly but in some age groups there are also some exceptional players (mostly backs as most forwards tend to develop later) that just stopped playing due to scholarships and contracts. But you're right most of the time everyone else catches up.

Yes Two Blues always tend to have ridiculously talented age groups all the way up to about U15s-U16s where either everyone else catches up (size wise) or they go off and play for school or turn to league
