I think your second suggestion is probably the way to go, would be a nice way to speed things up a bit as well. A first step would be being more consistency around the stop/starts now, seems to be a lot of variability across refs/games/individual mauls as to what constitutes halted forward...

High skill and reasonable risk to attempt a 50/22, incentivised by reasonably high reward if points are somewhat likely.
