Not if you don't apply sufficient funds you won't. That's the issue, the ARU have abrogated their responsibility, and sat back and let private Schools, who have different aims to the ARU, run Rugby for kids 13 and above, for decades.

Yep, but 3's & 4's is pretty much self levelling. If you are an aspirational player,you will change clubs rather than play 3's. If they are playing you in 4's,then you would be a delusional aspirational player:)
