Very easy Gaffa. I have seen it happen several times.

Sometimes airlines know people are intoxicated at checkin and let them through. Very easy to make a note of this and check at the gate to see if they have improved. He could have then had 2 hours to drink a bit more and stumbled to the gate.

If he wasn't a dick he would be kindly asked to not take the flight and allowed to fly later. If he was a dick, at the least he would not be allowed to fly within a certain time period, at worst arrested by AFP.
My info is that he wasn't drunk at all but rather he became obnoxious, bordering on aggressive when his girl blew up at him about seating arrangements and he in turn vented at airline staff.
Aggressive people on the ground are not normally allowed to go into the air.
Also anybody leaving customs or secured areas must be escorted out of those areas. It's not like there's a turnstile or swinging gate for him or others to stroll through.

I have an over-confident, obnoxious alter ego who only surfaces after about 10 drinks, so i'm going to argue that a sober cock-head is worse then a drunken cock-head.

A full pre-season under his belt in Perth and next year he will come out firing.

Pre-season starts in a matter of weeks, JOC (James O'Connor) won't be taking part for at least until December.... That's if he even stays with Australian super rugby

If JOC (James O'Connor) wants to play in the 2015 World Cup, he needs to play in the 2015 Super Rugby series. He would also be doing himself a big favour by playing for the Wallabies in 2014 while the RWC squad is being shortlisted.

At this point, the most sensible option appears to be: Try to get a short term contract in Japan and get some time away. Come back to the start of the 2014 Super Rugby season. I think Perth or Canberra would be the better two options because they are smaller and JOC (James O'Connor) would be lower profile. If all goes well, he'll get selected for the Wallabies and earn match payments and maybe get an ARU top up for 2015.

Going off the articles, the bloke is returning home to the Gold Coast for a while to be with his family and figure out what his next step is.. I don't see him been in a rush to sign a new rugby contract, in the articles he is insinuating he needs some time away from the professional sporting environment.. Given it's already October I think December is a fare prediction.

I believe 3 weeks away, whilst watching the RL Grand Final it was mentioned that SBW has togive an indication to the Chiefs whether he is coming or remaining. So I believe this may be a SANZAR requirement for their logistics.
