I would say both are quick enough when fit.
Based on those clips Carter matched him stride for stride and had the angle and start on him and Carter is not exceptional over any distance.
Jayne was never any chance of getting him. I strongly disagree with the commentary to the effect that he "managed to get away from Jayne" - I reckon Jayne spotted him 10m and the angle and gave up early.
So I dont think that tape proves the point - and that's not to say I'm am dismissing your view as untenable.

He could of run sub 11. It doesn't appear he competed in the 100m in his final year (2006). In 2005 he ran 11.6, just behind John Grant who played for Eastwood.

No sub 11 is fast as for people not training in sprinting I meant anyone running those times without proper sprint training is fast as rugby player put on to much size to be good sprintersI guess I was misinformed. Those times seem slow for opens 100m to me. Apologies for the misdirect.

Most school carnivals are hand timed so the times are much quicker, hence lots of boasts of sub 11 secs. Kids who haven't run on an athletic track with electronic timing before are shocked when their time is 1/2 second slower than their average hand time 100m sprint.
Anyway, way off topic. As you were.
But where will they play him? /sarcTahs backline looks to be an awesome weapon. Izzy, KB (Kurtley Beale), Foley, AAC (Adam Ashley-Cooper), Horne, ++. Wish the Reds had the same problem... Only real way to stop Folau is to be on him before he hits top sped and an open field
