An article in The Australian said that Link offered Sam Lane a full contract for 2013 but he is going to sign with NSW on a EPS contract instead for more game time

It's a smarter option for him. With Hangers gone he's only competing with Barnes and Foley.

You'd think the lower pay from the EPS wouldn't make too much difference either. If he's living in Sydney he presumably lives at home and doesn't pay rent. His parents live on the Northern Beaches right?

does that mean Tim Lane is out of contention for a role at the Tahs?

I propose the name of Double Back! Will look like he's retreating until you realise the bastard has looped around and is now behind you.
Nah sounds too much like "Double Bay" which would mean they were always double parked waiting to be picked up from the ball. Prone to mouthing off and doing nothing and cost millions more than the same thing you could pick up around town for half the price.

The pay structure for the EPS has changed, there is now a salary cap for the EPS separate from the full contract Salary cap... $300'000 if I remember correctly.. So it's quite possible that a EPS member could earn more then a full contract player... However unlikely

No the other part of the article suggested it was another reason Sam may join the Tahs, because of his fathers involvement in the coaching

He should be off to the scrap heap - there's only one current coach with a worse record and he's coaching the Eels next year: perhaps the Tahs should have got him!

One person sits and reads GGR, raises questions and ideas with the fans - interaction and engagement.
Delivers this research - what the fans want - to the fans.
An example - Shute Shield starts in line with Super Rugby / Tahs players attend Shute Shield games with family passes, kick balls round with the kids at half time and give away some family passes.
