NZR compensate Unions (in Samu's case Tasman) up to $50K if a player is unavailable for M10 Cup due to AB commitments. I'd imagine any money extracted from RA would be to cover this. The Crusaders would also be wanting some kind of assurance that if he came back injured someone other than them would be paying his wages & medical expenses (our ACC scheme doesn't cover pro athletes). NZR may be in a good place financially but both Tasman & the Crusaders barely cover their costs even with sizeable NZR funding & NZR are understandably reluctant to spend money they don't have to. Fiscal responsibility, I think it's called.....
Most recent articles have stated that he signed "Schedule 3" which commits him to NZ selection when he re-signed last year. My understanding is that in doing so he became covered by the sub-Reg you quoted.
Well, he has been better than last year, he has a big motor, his work in contact is pretty good and is a real lineout option (with the Pooper that is critical) his work at 2 in the lineout has been very, very good. He gets up very quick - that is something that makes teams throw away or be disrupted.
I don't see him starting, but as a 4/6 option off the bench he is a good option to have in a squad

I'd say Fainga'a did nothing to suggest he earned a spot over Fitz or Rangi.
He has got better as the season has gone on, but he still needs to make better decisions.
Gordon is too slow to the breakdown at times, but has pace in support and a solid kicking game
Powell? I still wonder at times what people see in him; and then he does something and I get to say "ahh OK" he just needs to grow his good moments

Maybe - but I don’t think you could say either Fitzpatrick or Rangi were hard done by. Fainga’a appears, to me eyes, to have a fair bit more potential.
For mine, this is the most exciting out tight 5 has looked for a long time. Yes, part of that is based on an assumption that guys like Rodda, Tupou, BPA & Ulese are going to fire at test level but I think the nature of their play is such that they won’t die wondering.

Tui has no match fitness at all and I think he has played 60 minutes at 6. I think he’d struggle if he was started there. I am betting Hooper, Pocock & Timu to start.

I would also rate Gordon among the top three No 9s atm, but with Genia and Powell. Phipps has been out of form this year, when available, and is the most susceptible of all half backs to making howlers during a game. His speed to the breakdown has deteriorated (see the try scored by the Hurricanes when he was nowhere to be seen at the ruck). Powell on the other hand has been in very good form over the past month or so, and was especially effective against the Bulls in his last outing. I still maintain most of the dislike for Joe from non-Brumby fans comes from his appearance with the long locks. He doesn't look like a rugby player, but he really has all the skills.
Maddocks, Tupou and Banks are all exciting players in their own ways, and fully deserve their inclusion.
I have to say I am in no way disappointed with any of the non-selections, but I am pissed off that Simmons and Hanigan continue to be selected. Robertson I can accept on his latest form. He has been ok in a weak scrum and his play around the ground has been impressive.
Very little to comment on the squad otherwise.

Only changes I would make: Gordon in for Powell, have to find room for Higgers (pathetic that he is overlooked when we have such a dearth of fit backrowers) in for one of Banks/DHP/Naivalu, or else move the goalposts and pick Fardy.
At least he hasn't reached on Cottrell/Scott-Young/Colby/Wells who aren't up this level (ASY (Angus Scott-Young) might still get there).
Wonder if a fit RHP would have been a bolter?
