I believe Moltzen still had another year to run on his contract with the Tigers but was given permission to talk to other clubs because the Tigers didn't have the cash to keep him. He agreed to terms with the Dragons but I don't believe a contract was signed. It is certain that a contract wasn't lodged with the NRL which is what needs to be done. The Tigers still had their Moltzen contract with one year left to run registered with the NRL.
After Robert Lui beat up his girlfriend and moved to North Queensland, the Tigers desperately needed another playmaker so they talked Moltzen into staying (as he wanted to do) and so enforced their contract that still existed.
I believe Moltzen will stay at the Tigers. I really think this is just a ploy by his manager to sweeten the deal.
To cut a long story short, the Dragons got screwed and everyone was happy
