How hard can it be? Centralising the system has its issues but surely a peer review and voting system applied to each case can't be rocket science?

SARU needs to wake the hell up.
Why don't we all chip in and buy 18 webcams... one for each province, and one each for a SA, NZ and AUS judicial officer.
Each officer will review footage of all matches in their country and determine if any incidents need to be cited. They then compile a highlights package of the incidents and upload it to youtube. If they don't have the skills to do this, they could get assistance from their local broadcaster, or ask their kids.
When they meet each Tuesday at 3pm NZ time, they can watch the footage together and discuss it with a Skype video conference. The player can plead his case from his franchises' headquarters.
The three officers agree to the guilt and level of the incident, then look up the sentence on the card.
