I don’t recall seeing the Reds announcing a resign. His 3 year contract he signed in 2019 is up. Perhaps he had conversations. But doubt the Reds have him locked in.So I guess that means count out Stewart coming to the rebels next year.
They just realised his contract was up. The QLD and NSW people are fairly parochial when it comes to the harsh realities of a player market. They seem to accept on one hand that rugby in Australia is a professional sport while on the other hand they gnash their teeth any time one of "their" players decides to exercise agency and move to Perth or Melbourne. I'm not ignorant as to why they feel this way, but it is such an opaque conservative throwback mindset.

4.7.9 Compensation for a Player’s training and development shall be paid by the Rugby Body or Club (as the case may be) to which the Player is proposing to move, to the Player’s Home Union.
