There is a general theme on this thread that there is too much rep footy, questioning the need for JSC for all age groups every year from Under 11's up to Under 17's.
U17's. 1st XV private schools rugby severly impacts on the U17's. The CHS and CCC U17 boys seem to be found in the ranks of Colts 2's and Colts 3's further impacting on the availability. ARU have laid a claim to this age group with their U17 JGC programme.
U16's seems to still be a battle ground for "ownership" between Clubs/Districts and Schools, although Schools with their Championship at Knox in late June probably have the upper hand in terms of prestige.
U15's. ARU have laid a claim to this age group with their U15 JGC programme. This is seen by them as the entry level for the Koala Club, or at least the starting point to establish a rugby CV for later entry into Elite Development programmes.
I think taking the Under 14's Championships to the Bush is a great idea, and while Orange can be as cold as a kiss from the Mother-In-Law, it is a great experience for the kids, and it is a fairly level playing field, schools vs clubs wise.
U11's probably should be a state rugby carnival rather than championship tournament.
