Letter of the law says he has to start the scrum bound to a lock, and then stay bound to "the scrum" until the ball is out doesn't it?

That's my understanding. Flankers must bind with one arm to a lock prior to engagement. After that they must only stay bound to the scrum. But of course I could be wrong. The "before engagement" part was only recently added to the laws.
