The issue you will come up against is how school sport is funded in Australia. Schools fund these programs and they are run by teaching staff. While it is beneficial for all for the school rugby unions to work with the state and national organisations it will not be at the level of other countries. You'd be better looking at other Australian sports and see how the governing bodies work with school sport for a comparison, rather than rugby in other countries.
I also note that this issue seems to only be relevant for high profile roles and not lower level school rep coaching roles. Do they open up regional and association coaching roles to those outside the teaching ranks too? Who would have the time or willingness to take these roles?

With regards to your question at the end there, as someone who wants to develop their coaching and see how far they could take it, if I was appointed to a state schoolboys position with a 2 week full time commitment for the national champs, I would take annual leave from my day job to do it. I'd also make sure I found the time to attend all necessary selection meetings / trials along the way.
