It really does not matter that much in the end, if the player is good enough he will shine through at the rep carnival. There was a player last year who scraped into gps 3, then combined states, then beat other contenders to get a spot in the aus schoolboys. No need to get worked up about it.

Another option is also to speed up the game, meaning the players have to be fitter, and the smaller guys will start to be picked over the bigger guys. Crude logic being smaller guys dont hit as hard. I think this could also have merit.
