Free speech is about saying your mind. However, for an organisation there should only be one spokesperson to represent that organisation and other employees, usually are not allowed to make comments about the organisation. It's a bit complicated.

It is a nonsense policy to stand players down for mis behaviour - either fine them or add to their obligations by giving them 300 hours of community rugby service , say. That way the team is not let down and the player gets the message about his behaviour (imo)
