Vince McMahon at WWF (or WWsomething) has made millions out of doing this in the "Pro Wrestling" play acting scene in the States. The punters love having someone to hate, someone who cheats, someone to boo and heckle etc. As much as they want their heros, they need anti-heros, to make the heros more heroic.
Rugby needs bad guys and good guys to take the game to the masses, It engenders passion and tribalism which sports thrive on, and more importantly for the beancounters, this ensures sales of Merch, and bums on seats at venues.

Perhaps I am giving too much credit to the ARU as somehow I don't think that the collective brains trust from HQ ARU have the ability to firstly think this up, and secondly actually execute this as a strategy.

If its ok to criticise a player without knowing what's going on then surely it's ok to ask questions of the boss with the same level of knowledge.
The one thing this whole mess tells me is that a 2 week break with no Rugby is too long. We need some sort of controversial ref call to argue about again.
