Not a 3 Tier thread BUT.
There are strengths with the current Shute Shield model why tear it apart - lets develop it.
Australian Rugby has a window post Club and Super Rugby that the likes of NZ & SA have filled - this is the window I think we should look to fill, and if this is established by - well that is the question with lots of varying answers.
It's not happening sadly.
What IS happening is 45-55 man Super rugby squads with a higher empathises on "A" games.
At least it'll keep the integrity of SS and might even see Penrith become more compeditive as Syd Uni miss even more players, but it wouldn't be my answer to player developement.
It's better than what we've got now though, so I'm less opposed to it than some.
