Yeah but it’s a struggle, it’s not the same as it use to be . Those players are considered a after thought these days and only really get a look in if a certain position is lacking at the super rugby level

Well, the sport used to be amateur so there wasn't really any permanent teams above club rugby.
I'm not really sure what your point here is but it seems to be that we need to be paying guys who aren't very good in case they one day do become good.
I think the pathways are working pretty well in that it is very rare that a player of any talent reaches adulthood without being known to the various systems.
