It's all to do with the competition points. Japan are currently on 14 competition points, and Scotland 10. So for Scotland to qualify they need to:

• Win and allow Japan no BP's
• Win with a BP and allow Japan up to one BP

For Japan to qualify they need to:

• Win
• Draw
• Lose with a BP while denying Scotland a winning BP
• Lose with two BP's

If Japan go through then, I believe, they need a win to avoid the AB's.
