From what I saw if you looked at the right angle it could've been his forearm but then you shift to another angle and see he was no where near his head.

I’ve noticed that too. Trying to keep it out of the forwards i think, but it’s clearly not working.

The shoulder doesn’t clearly contact the head, at least not in any angle shown on the broadcast. Also, there was no discussion of mitigation so the protocols were not followed.
