That would suggest that the Americas could support five good second-tier teams - Argentina (first tier), USA, Canada, Brazil and Uruguay. If we can get two teams out of Argentina by 2020 then that's the fourth Super Rugby conference tied up
Well, Uruguay are integrating more and more with the Argentine system each season. They have their A tram playing in the Compenato structure just earning promotion to the 2nd division and should be competitive. They also have their best 3 or 4 clubs competing in the Nacionales de Clubs. Add to their increased contracting of players and centralisation of HPU operations and they do seem to be moving toward something.
Brazil are actually restructuring their traditional top tier competition in the Super 8 to more regional based competitions feeding into the the new Super 8 structure where it is just finalists, this is done not only to reduce cost but make room for a new Academies league which will be based on their current HPU centres.
