I think you can find blokes in the middle. From the just gone U20s Oceania champs George Bell for NZ was unbelievable and physically he'd fall between the 2 you mention but has the skill and leg speed.

Rugby Australia has selected the most promising U16 Australian Male Rugby players to join a Development Camp on the the Gold Coast, 9-12 December.

The squad was selected following the U16s National Championship - it will give the talented youngsters an opportunity to be part of a national camp, and learn about what is required for impressive juniors to become the next generation of elite Aussie Rugby players.

I wondered the same but am going to give them the benefit of the doubt and assume there are some discussions going on in the background. Its a waste of resources otherwise.

Has he actually signed a contract with any team? I know he has played with the Rooster in Harold Matthews and was included in their NSW squad but he's also worn a Sky Blue Rugby jersey which some may say is equivalent to a Chooks jersey in Harold Matthews. If he hasn't signed anything he's as worthy of being picked than anyone else and we would be stupid to not continue to develop talent in front of us.
