I don't think it's 7's. National coach Michael O'Connor and skipper Bernard Foley would be in attendance if it were so. Instead we have 15's coach Deans and his skipper Elsom.
Could it be a real breakthrough: this group will announce that it will actually take responsibility, and accept accountability, on a measurable basis, for achieving some top level results for the endlessly patient Australian rugby fans?
Your theory sounds better than any other in this thread, except (1) ANZ Stadium isn't in Homebush, and (2) it doesn't gel with the wording of the media alert: "the future of Rugby in Australia"... it's just the future of Test rugby in Sydney.
But if it's not that, why announce at ANZ Stadium? It's still Easter Show time around there. Nothing else is going on at the Stadium that day. Curious.

Due to unforeseen circumstances the announcement scheduled for 11am tomorrow at ANZ Stadium about the future of Rugby in Australia has had to be postponed.
Media will be advised in the coming days of the revised date and time of this announcement.
MEDIA ALERT: RESCHEDULING OF ANNOUNCEMENT ON THE FUTURE OF RUGBY IN AUSTRALIA
Due to unforeseen circumstances the announcement scheduled for 11am tomorrow at ANZ Stadium about the future of Rugby in Australia has had to be postponed.
The CEO of Australian Rugby, John O’Neill, expressed great disappointment at the delay. “We at the ARU have been working since our return from the Wallabies’ European tour on framing a blueprint to make rugby the No. 1 sport in the country but we need to make sure that we get it right. This is not a time for half measures.”
In an effort to adhere to the April 27 announcement deadline Mr O’Neill had summoned his board and senior executives as well as their counterparts from the five Super franchises to work right through Easter on putting the final touches to the grand vision for rugby.
In order to expedite the process participants were randomly assigned to working parties charged with focussing on particular elements of the plan. Each working party was assigned a facilitator who had considerable experience in interpreting comments from group members and summarising them on sheets of butchers’ paper under the headings, Strengths, Weaknesses, Opportunities and Threats.
At midday today the various working parties came together to present their contributions to the report so that it could be printed overnight and distributed at the press conference. Unfortunately it was soon realised that none of the working parties had actually been able to come up with any ideas on the future of Australian rugby.
Media will be advised in the coming days of the revised date and time of this announcement. However this is not expected to be until next year as ARU senior staff will be preoccupied from now on organising their travel plans for the World Cup and the Wallabies' European Tour which follows it.
Maybe the Aussie team is going to default all the tri nations and Bledisloe Cup games because they know they have no chance of winning against the Al Blacks......

No, it's really not. The Stadium is in Homebush Bay (the suburb, not the bay itself). Homebush is a different place, two suburbs away.ANZ Stadium is at Homebush.
