I wouldn't say it is especially biased. The problem in (south-east) Queensland is that apart form the 2 big comps (GPS, AIC) and one smaller one (TAS), there is no framework or competition for other schools to play in. Add to this the fact that they have to pick a team in the june-july holidays before the GPS comp has actually been played.
I would much rather they set up a full fixture list for all rugby schools in term 2 which would allow the selectors to get a good look at the talent before picking a rep team. And then in term 3 the schools could break into their traditional groups and play their GPS, AIC and TAS fixtures. No loss of tradition, huge potential gain in identifying talent and improving school participation.
