They have added a bit more since yesterday, I'm optimistic it can work, still lacking in detail but the under 20s idea is spot on, maybe the 5 EPS players can be incorporated to ensure game time as well.

An ARU task force on Premier Rugby, set up recently and chaired by deputy CEO Matt Carroll, is examining models for a club competition, which would be played after Super Rugby.
A primary focus of the ARU task force is to club rugby as a "critical" arm of development in Australian rugby, said O'Neill. The ARU is now far more hands on with its annual $2.3 million in Premier Rugby grants, directly dealing with the clubs instead of the money going through the NSWRU and QRU, as it has done since 2000.
Clubs must sign commitments to reach high performance targets, on and off-field, in elite grades.
Addressing criticism Australia's best juniors - many in the ARU academy - don't get enough game time, O'Neill said he would like to see a national under 20 competition. Each Aussie franchise would field a junior side, he proposed.
"People say why didn't we do better in the (Australian) under 20s?
Under 20s players don't get any game time. For all the local derbies we now have in this local competition, when the Reds play the Tahs, the curtain raiser is the Under 20 Reds vs the Under 20 Tahs," O'Neill said.
"The Under 20 championships are on every year in June, so from February to May you have that sort of program. And again, it is something the ARU can look to fund for travel and accommodation."
