He may have initiated it by proposing it, but the technical review itself is in reference to the one Costello is urgently undertaking..

The Federal Govt is the additional reason it is also now been undertaken, they have been applying growing pressure on the topic, if it weren't for Federal pressure there would be zero chance of this getting past the QLD-NSW voting block..

Your second paragraph seems to accept that by saying he started the process he was just grand standing - but I doubt you's concede that.

No I'm just saying the review wasn't commissioned in 2008 as you suggested... I'm not defending JON, merely pointing out that the team undertaking this review were only assembled around April this year..

I don't wish to argue semantics...

The team conducting this review were only put together earlier this year... Not 2008...I don't care what JON was doing, just supporting the credibility of Cosgrove as it doesn't take him 4 years to conduct a review....

And this discussion is breaching rule 10 so il leave it at that....

Knives out at ARU

ARU chairman Michael Hawker did a great job of talking for outgoing chief John O'Neill in his ''retirement'' media conference on Friday - which is ironic if you believe the stories the pair do not get along. O'Neill used to rule the roost before Hawker came on to the scene. I've been told the pair do not get along. O'Neill is normally a polished media performer but he was made to look like a first-day rookie when questions about Quade Cooper and Robbie Deans were cut off by Hawker. From what I've been told, Hawker has dominated O'Neill and the pair rarely talk unless it's for professional reasons. Word is David Nucifora is off with the states in rugby and could also be on his way out.

Would be good if Nucifora followed, his record indicates he shouldn't be advising.

I'm not sure about hawker answering those questions was him jumping over oneil though. I thought it was more hawker allowing JoN to not have to address questions that really no longer related to him while publically assuming control of the future.

I love how much smoke he blows up Nassers arse, in one article, how great SBW is and how great his boxing is, followed by a tidbit about Quade being right followed by a while segment about Quade being brave and great. I wonder if he gets payed for it.

JON giving a lot of interviews on his way out, this one about adding a 3rd tier. (might need a new thread) I don't know why they don't announce these things to the public, the silence really creates the hysteria of people attacking the ARU for not addressing things.

From the Tele-

"People say we need ARC. I personally believe in a properly configured competition in Sydney, and bring in Canberra.

"You still have the Shute Shield and you still have the Hospital Cup (in Brisbane), and then the best of the best play each other. The institutions are there, they're great brands. Sydney University, Randwick, Easts, Brothers, GPS etc, etc.

"You've got infrastructure, in the Premier Rugby clubs in Sydney and Brisbane, that has been neglected. It's a lot of people's fault, including ours."

An ARU task force on Premier Rugby, set up recently and chaired by deputy CEO Matt Carroll, is examining models for a club competition, which would be played after Super Rugby.

Isn't he aware that Canberra did play in the Shute Shield?
What has he done about it - or did the need only arise in the last few weeks?

He definitely has his finger on the pulse.One of these clubs did not even qualify for his top up this year!
It's obvious he has not given a thought to the Shute Shield or a third tier, this is just about justifying inaction.....the groundwork is there already.......

Spot on.... No one wants to go near this issue as far as I can see.

There are going to have to be some big changes for any new 3rd tier concept to get off the ground.

It doesn't appear anyone has the balls to have a go at making something work.

The SANZAR/IRB deals are what makes money, I'm not sure there is a third tier model that could (especially in the short term) these "sexy" deals you talk of are needed for the other, things aren't exclusive.

Log onto some kiwi websites to see the talk of the AIG deal being used to financially assist and prop up IBM cup teams. This isn't an Aussie problem, with the ARC being rushed and overly expensive the next step in establishing something has to be thought out and right. Failure now and it could have far greater implications than last time.

Your right....and what do we get, the current CEO strolling out the front door, holding his box of things under one arm, spins around, "Oh yeh, one last thing, that ARC thing ain't the way forward, remember that Club comp in Sydney (I think they have a similar set up in Bris) that would be a good place to maybe look at beefing up the 3rd tier....I forgot about those blokes....Might be worth looking into"
