Fagan confirmed a report yesterday of a $4.4million salary cap for next year, reduced to $4.1m from 2013, which will be paid across a squad of no more or no less than 30 professionals, with five additional rookies.

Clubs will be given some flexibility for the first year of the cap. Fagan estimated the Brumbies' player payments for next year would be ''a couple of hundred thousand'' over the new limit.

Other teams, such as NSW, could face even more pressure. The Waratahs have secured an expensive all-Wallaby back line for 2012, which will likely put a squeeze on their forward pack recruitment.

While there would be hope the cap would work as a competition equaliser, Fagan said it was not dissimilar to the current arrangements and was more of an austerity measure.

''It's there more to ensure the game is sustainable, that's the primary rationale for it,'' he said.

''A secondary outcome is that it does lend itself to a degree of equalisation.''

One player the Brumbies will fit into the salary cap is rising Brumbies flanker Colby Fainga'a who has signed a new two-year deal to stay in the capital.

i broke my point up, but i was referring to development of youth, feel free to bang on, does Chis Latham have the keys to brisbane yet?

This humors me because by you pointing out 'Latham' you are in turn reaffirming the flaws of your argument.
Rugby players in Australia have been switching between states for the better part of the last 15 years, the advent of a salary cap is unlikely to change that, in fact by the inclusion of 'loyalty bonus' for players, which sits outside the salary cap potentially stands to reduce the changing of clubs for senior players like AAC (Adam Ashley-Cooper) and other established Wallabies.

As for the development of youth, seems a rather flawed argument considering the NRL and AFL have never had any dramas developing youth and they have had the Salary Cap going on nearly 2 decades now, nearly 50% of the Melbourne Toyota Cup side in 2010 were youth from Melbourne. In reality, the development of youth is a side issue as the ARU is likely to push through the national youth academy which will see players pooled together anyway.

People will not like it, but maybe Houston should go to the Tahs. Palu hasn't got the durability of George Smith and Mowen plays six much better than eight. Good competition for McCaffery.

Hate to be pedantic but Mowen has always been an 8. He changed to blindside only at the Tahs.

We will see how accurate that article is in the next six months or so. Those types of articles don't have a good track record of being accurate this year.

Oh and Bieber to Brumbies? Think it would be a bad move for him.

The Brumbies already have stocked up on 10/12s for next year.

While it would be nice to have him it would create the same problem they have now with too much talent in one area and not enough in others.

He would have to play wing.

I can see chis going but I don't know why Kimlin would leave unless he's doing a 3M because his body can't take it?

THE ARU has finally broken its silence over proposed mass salary cuts for players, insisting performing players will actually be able to earn even more.

The governing body, which has been accused of shafting players, argues that salary cap limits for its Super Rugby franchises are not about cost-cutting at the players' expense but of protecting the future of Australian rugby. It insists while individual player salaries will vary, overall contributions to players' wages will not change.

''It's not about saving money, it's about utilising the money we have at hand to make Australian rugby more successful,'' said high-performance director David Nucifora. ''We've been working on this model for two years plus. And we think it will achieve quite a few things, certainly improving the all-round good and health of the game. And not just from a financial point of view will it assist the teams, but from the point of view of making sure our best players are actually playing their best.''

Under the collective bargaining agreement with the Rugby Union Players' Association, the ARU is required to contribute 26 per cent of player-generated revenue to wages. That won't change. However, it said it had contributed more than 29 per cent of earnings to players in years past, and that given the code's declining bank balances in corresponding years, getting closer to the required percentage was the best move.

However, it will still have the power to go over the 26 per cent minimum.

The five Australian franchises will be limited to approximately $4.4 million next year, with this figure to be reduced to $4.1m for their top-30 contracted players in 2013-14. No franchise under the existing CBA exceeds $4.8m in player wages.

What will change is that the ARU will no longer boost the wages of players who are not in the frame for a Wallabies jersey, and free the franchises to spend their cap at will by abolishing the existing $110,000 maximum payment. The ARU will also provide $150,000 for five ''rookie'' or ''fringe'' players outside the top-30 squad and allow franchises to spend a further $150,000 in $30,000 instalments to retain their five best players. Also, the ARU will have 30 contracted players, not 50.

''The thing we're trying to do is match up performance and pay,'' Nucifora said. ''There's not really less or more money on offer but it's fair to say we're not going to be giving contracts to people who aren't genuinely in the Wallabies frame …

''And it's in line with what we've tried to achieve with selections, building depth and competition between players. Players are aware it's a competitive environment and if they're playing well they're going to be rewarded well. Competition creates performance and reward comes from performance.''

The moves are planned to make the Wallabies more competitive while placing more onus on the franchises to develop players and maintain a balanced and competitive roster. Players will have more incentive to switch franchises for more money. The Force, for example, would be allowed to offer Kurtley Beale $300,000 to encourage him to move.

I forsee the Waratahs doing it and getting a slap on the wrist... followed by either the Brumbies or the Force being heavily fined...

I am all for the Salary Cap if it does not make our conference and wallaby team weaker, as for the article I posted the ARU looks like they have done careful thinking about it, if this has been on the cards for 2 plus years. So hopefully they know what they are doing.
