FFR are the one‘s reneging on a verbal agreement here, even in France verbal agreements are enforceable. The "about a million figure" is in euros, so it would be more like $1.6-1.7M. That's what, 30% of a Super teams salary cap? Certainly not pocket change, particularly in a season with only 2 home tests rather than the standard 6.But more difficult to replace the $1M plus.
