I don't know the answer but it would seem that the Australian Under 20 team is not covered by Regulation 8 in the WR (World Rugby) Handbook:

It must do in some way. One of our WA boys Auega Seumanutafa was the player of tournament in the southern states but not eligible for u20s

These two teams will play against each-other as a curtain raiser to the opening match of the 2015 Buildcorp National Rugby Championship (NRC) season, between reigning champions McInnes Wilson Lawyers Brisbane City and Perth Spirit at Ballymore on Thursday 20 August.
This match helps form part of the selection process for the Reds Under-20s program ahead of the 2016 National Under-20s Championships.

A couple of the usual suspects names like Harley FOX, Shambeckler VUI, Tyrone SOUTHORN, James McCOLL, Jim HENJAK etc missing from the above list. Some possibly due to being parachuted into Reds (EPS or main squad), NRC squads or injuries.
Also good to see some names that are unfamiliar to the Trainspotters.
Sham Vui is an absolute beast. Harley to me has potential but is very raw. Heard they were mooving him to prop.
From what I've heard he isn't with the reds. He has moved to another Super Rugby club. He would be wasted at prop.
