I don't know the answer but it would seem that the Australian Under 20 team is not covered by Regulation 8 in the WR (World Rugby) Handbook:

Does the eligibility criteria apply to all forms of Rugby?
The eligibility criteria applies to the fifteen-a-side Game at senior and next senior National Representative level and in respect of a Union’s senior National Representative Sevens Team.​
Not relevant to the question, but he would obviously require 36 months residency for national senior selection.

If anyone is watching NRC lists with an eye to Manchester, Perth Spirit has listed Hayden Anderson (2015 Australian 20's extended squad) and Nicholas Jooste (20's eligible for both 2016 and 2017).

Strange they went for Premier Norths Colts and Premier Souths Colts as the team names, why not loosely align the playing group with Brisbane City and Queensland Country and just make it U20 versions of those teams.

Don't forget Hayden Anderson in the back row. Should probably be listed as a Barbarians incumbent given that he played for Australia in the Oceania Rugby Junior Championship but didn't survive the JWC cut.

I don't have a birth date for him but he played in the 2013 WA Schoolboys team so should be eligible.

^^^If he was only 17 at Nationals in 2013, then he may be eligible as Under 20 in 2016.

I am not all that familiar with the WA schooling system, but I know of at least one talented player from WA who was at 2014 Nationals and left school in 2014 as a 17 year old.

Perhaps Hayden is in the same category. Usually most players at Nationals (less about 60% of the Qld crew) are already 18, so the 2013 Nationals players generally get a tilt at 2014 and 2015 Under 20's. There are always exceptions, like Sione Tuipolotu, and Henry Hutchison etc who get three goes after school. If someone can confirm that Hayden is age eligible for 2016, then I will add him to the list.

I was relying on the fact that up to and including 2013, year 12's in WA were (generally speaking) 16 as at 1 January. Hayden originally came from NZ so maybe he was a little older. I will see what I can find out.

Since 2014 WA leavers are in the same boat as NSW. However, there was some fudging during the first year of the new system and private schools happily accepted boys "early" if they were ready. That is why you had some 2014 boys finishing school as 17 year olds.

Strong reports after the Sunnybank and Easts semi final game was Harley Fox has played his last game in Queensland rugby? Anyone know why he wouldn't be picked in either of these teams.
Even if places like fox and vui were considered for NRC wouldn't they play like North or South like Campbell Magnay last year...

From what I've heard he isn't with the reds. He has moved to another Super Rugby club. He would be wasted at prop.

Interesting news. There are only 5 Super Rugby clubs in Oz. By inference it is not the Reds. If it was Ponies, Rebels or Force, it is be assumed that he would be in the Canberra Vikings, Melbourne Rising or Perth Spirit NRC teams. So far those squads have been announced and there is no H Fox in them.

Are you suggesting that he will be crossing the Tweed and playing for the Tahs?
The NSW Country Eagles, North Harbour Rays, Greater Sydney Rams NRC squads have been announced (each seem to have a couple of TBA's left to fill) with no Fox.
The wild card could be the Sydney Stars who have been very quiet to date regarding their squad, however it probably won't look too dissimilar to that which The Corporation are fielding in the Shute Shield Finals.
