    I would think that Tim North would have had a very close look at the arbitration case arguments. He's be in a good position to form an opinion about the likely result.

    I would say that the Vic Gov would not be comfortable providing support to a private company. A community run organisation, like the VRU, OTH, no problem. The ARU have already agreed to the transfer of ownership via the put option they signed off on in 2015.
