I would go one further and only let the TMO check tries if they are called upon by the on field officials to clarify an area of doubt.

It really is just lazy from world rugby. Any contact to the head is a red card. No analysis of the circumstances. No understanding of the game. Just the most basic, dumb and simple way to hande a highly complex issue.
