I'm guessing licence fees because the Rebels just re-signed them. The Storm also work BLK over for the WCC earlier this year and I think @Badger posted above they will be wearing a BLK jesery in England. The English reason is to specifically get around the licensing agreement of the KooGa name.

Despite Hooper winning the JEM, I'd always pick Pocock over Hooper at 7. The guy is a monster at the breakdown and he has that wonderful ability to pinch something from nothing (without getting busted by the ref).

Personally I'd rater seem him get a good pre-season under his belt before he hit the paddock. I admire the ambition to represent his country and do his best, but RWC is looming and you want to be at your best when you hold the Webb Ellis in your hand.
