    Nah. No byes is key, and 3 pools of 4 is the best way to do that. Albeit we should really be returning to the stage where we have a 16 team tournament, Samoa, Fiji, Spain and USA would not be off the standard of Georgia and Japan to the extent that it would devalue the tournament.
