A lot of boys from Qld and NSW play both games - or have. If they want to play professionally, like both games equally and perform in them with equal proficiency, they would realise that they have a better chance to play pro league because there are three times as many pro teams in that code...

I think this is part of the picture. NSW schools teams in the past had played only a couple of games before they went into the Oz Champs whereas the Qld lads were about halfway through their season - or maybe more than that. (I'm talking about GPS where most of the NSW Is players came from)...
