    Just thought I'd add this:;) The cupboard is bare, evident by the results of Australia's under-20 program, which has failed to register even a top-four finish at the world championships since 2011, while the national schoolboys side has not beaten New Zealand in six years.

    I think he's alluding the the fact that the same people who have run the NSWRU and QRU into the ground then go on to control the ARU/RA. It's very much a mutual protection society where the ARU/RA fund the NSWRU and QRU and those two bodies control who can and can't get onto the ARU/RA board...
