    I’m reluctant to suggest it, as I’m not all over NZ rugby, but what about an extra team from each island? The NPC sides show the depth of talent over there mean it could work. I’m sure there’s plenty of reasons it couldn’t work, just an idea.

    Fair enough. I'll take your word on that being the interpretation. If that’s the way the rules as interpreted I'd like to see it changed. In my opinion if we want head contact to not been part of the game, whether it’s accidental or otherwise, every contact with the head should be penalised.

    Surely, even with mitigating circumstances it should still be a penalty. The mitigating circumstances should take a card out of the equation, not the contact to the head.
