Can somebody tell me why Portugal are still in the equation? They play in what is seemingly Tier B on the European Rugby Championships. Surely, as the winner of that, they would be the 7th best (non-tier On) team (behind Romania, Russia, Georgia, Spain, Germany & Belgium)....
