    My suspicion is that there is a reluctance to have significantly punitive sanctions as it is likely to lead to clubs putting unsuitable players into the front row to avoid the sanctions.

    If I am the coach on a 2 year contract and my objectives are to have some of these players ready for Super Rugby in 2023, then I would send them to Bris or Syd. If I was the CEO with long term objectives to grow club rugby, then I would think differently.
