1. They win proving they are currently the best team and can take advantage of a home world cup (Only France and Wales have failed to make a home final) or

2. They don't win, proving beyond a doubt that they simply aren't good enough when it counts and that the NZRU simply doesn't understand how to operate a team in the World Cup cycle-era. They can have the #1 ranking all they want if they can't win the big one, as other nations sacrifice their ranking to prepare for it.
