What exactly does Gaffney do at ARU level?

To answer WaterboyRugbys question (as best i can without the specific detail privvy to those involved), the Forces recruitment strategy works something like this:
1: Local talent - Guys playing in WA premier grade and the guys in the Future Force academy.
2: Interstate - Guys playing over east in NSW, Qld, Melbourne, ACT.
3: International and other codes - Guys playing overseas and NRL etc.
The recruitment strategy has shifted from the early days where we would rely on interstate talent. Now that the Force has finally been able to set up a dedicated academy in the Future Force it allows them to identify talent coming through the ranks and entice them with a contracted position to train alongside the main squad while also filtering players into local Premier Grade rugby to continue to strengthen the WA competition. This is where guys like Kane Koteka, Richard Hardwick, Harry Scoble, Onehunga Havili and Shambeckler Vui have been able to make their mark. The Force are trying to do everything within their financial constraints to strengthen the local WA Premier grade competition and its junior competition to be the main feeder into the Force. It has taken a few years to do because we were forced into building the franchise top down instead of bottom up but we are seein WA bred and coached players making a mark in Aussie rugby. We still have a network of scouts looking far and wide, as do the other franchises, as evidenced by the South African boys in the Future Force and the recent signing of a young guy from Qlds central coast in Liam Fletcher straight out of school.
A lot of our early recruiting of the fringe and up and coming Qld talent, Pocock and O'Connor, was driven mainly by John Mulvihill who had a fairly extensive knowledge of the Qld landscape at the time. And not to dredge it up again but the signing of Giteau, Mitchell and Ryan Cross was influenced by a dodgy former sponsor.

Not claiming Shambeckler Vui as a WA born and bred, used his name as an example of the recruiting net the Force has. Its the same with Onehunga Havili, he went to the same school as Taniela Tupou and Vunipola Fifita in Auckland. We also offered Moses Sorovi a contract but he turned it down to crack the Reds. Mees Erasmus, James Verity-Amm, Dylan Pieterse and Naude Wessels are from South Africa in the Future Force.

Berne joins Force as assistant
Western Force have signed former Waratahs inside back Shaun Berne as backs and attack coach for the next two seasons.
Berne is currently elite player development officer at Leinster where he won a Heineken Cup title five years ago.
Berne said he was looking forward to returning to Super Rugby.
“You can’t help but be attracted to the style of rugby that’s played in Super Rugby,” Berne said.
“In Europe it often gets bogged down in nasty weather, but in Super Rugby it doesn’t have that kind of impact which allows for that great style of rugby.
“I’m really looking forward to working alongside the rest of the coaches. They will really help me in terms of style of play and I’ll be able to bounce ideas of those guys.”

That looks like a bloody good get to me.
If one of the objects of Super Rugby is to provide an environment for the next lot of national coaches (if it isn't it bloody well should be) this is an excellent appointment. As is Barakat's gig, and Hilton at the Rebels. Let's hope the Reds come up with a couple of similarly promising assistant coaches.

Some good news in these coaching appointments. Just need a new S and C guy and a few more players and we're good to go on Western Force 3.0.
The biggest hurdle will be the mental side of things. Just believing they can play some good attacking rugby and have the confidence to nail the big moments in matches where the Force have had the opportunities to win some games but have more often than not made a coach killer mistake.

Looks like the Force are starting to get there house in order for the 2017 season (which is something I wouldn't have said a few months ago - influence of the ARU perhaps?). They've got some good coaches coming on board and have a decent squad which includes players who are currently performing well in either the NRC or the Wallabies set up. This can only be a good thing for Australian rugby. Let's hope they can bring it all together on the field next year!
