Rebuilding the reputation and culture of NSW Rugby will come before the appointment of a new coach, Waratahs boss Paul Doorn says.
On Monday afternoon Doorn stood by the call to sack Penney after five consecutive losses, saying the next coach would be critical to the future of the franchise.
But to get the right person, the outside perspective of NSW Rugby had to be addressed as a priority.
"What we're looking at with our recruitment and retention strategy is retaining the really good players we currently have," Doorn said.
"We know we need to reach out and seek some additional staff for gaps that are clearly identified, so from our perspective, the coaching won't be known when we make some of those decisions.
"We've got to create and articulate a culture that we're trying to build around here ..."
Former Wallaby Drew Mitchell was among those critical of Penney's sacking, tweeting on Sunday night: "The coach was never the biggest issue ... just a case of making a decision to make it look like something is being done."
With an inexperienced squad that needs upgrading in almost every department, the NSW Rugby board has been criticised for using Penney as a scapegoat for poor results.
However, Doorn said everyone in the business has been held accountable.
Since coming on board at the start of the 2020 season, the Tahs have been through one of the biggest player drains in their history with Adam Ashley-Cooper, Michael Hooper, Rob Simmons, Nick Phipps, Israel Folau, Sekope Kepu, Kurtley Beale, and Bernard Foley among the stars who have left.
Decisions to cut spending in response to the pandemic and uncertainty around Australian rugby also impacted the quality of players the Tahs have been able to field.
But even after a tough year, Doorn said the club expected more from the head coach and added that Penney was given enough time to show improvement.
"Rob would admit that we knew it was an inexperienced side to start with," he said.
"From our perspective, we gave ample opportunities to demonstrate that and it wasn't to be.
"We're looking at results.
"Effectively we've had five losses this year, three of them record losses, so what we're looking for is continued success from the playing group but unfortunately we didn't see that this year.
"Looking forward we want to see continued growth of our players as we move through the last three rounds of super rugby AU and into Trans Tasman."

Well I did give the reigns to the two assistant coaches, so let’s start there, and I have diligently pulled a list of who is accountable from the bottom up so those darn water boys, drivers, phyisos etc better start making an impact on the tahs performance or the board and I are going to have to let them go too.

Sounds like perfect tahs recruitment strategy ie let’s pick up coach that just been sacked for under performing to turn around the tahs .

He was a dead man walking......or sitting in the coaches box the last few weeks. Looking out but not seeing anything and was not animated at all.
I feel sorry for him but all coaches are measured by results. The boards needs to go as well.

He summed it up in a 1/2 time interview a week or two ago.
they’d had the rub of the green in first half, and were in a winning position.

Not saying results didn’t demand his removal, but it should have been after the CEO and the board.

Everyone? Davis continues to clusterfuck the organisation to death with a complicitly toothless and gormless board.
Doorn chucking out a lot of management-speak (hence I replaced it with the above), but providing little in the way of a way out, and a lot of unrealistic goals, conveniently ignoring the abject failure of the recruitment side of the shitshow.
Problem is, these fluffybunnys are un-sackable, apparently.

Why wouldn’t you just throw the keys to Michael Chekia and say see what you can do to the end of the season.
Also if he cleans out some of the back office and the recruitment / development team he has done the dirty work. He may have his faults but at least he doesn’t suffer fools.
Also I think he has learnt a lot regarding handling the media and would be quiet different in this space.

Whoever is coach next needs to have full control on recruitment (not cash details) and be able to bring in his own staff.
Gilmore - was an RA appointment not Pennys choice, and I would suggest is next in line.

If Rennie and Johnson were to be precious about Chekia coaching the Waratahs. (Not saying they are before I get jumped on.)
They would be putting themselves and their egos ahead of rugby in Australia.
Don’t you think Rennie would like a strong cohort coming from the Tahs. Would make his job easier. All that has been offered up by the Tahs is 4 out of his squad of 40. That’s 10% and I have my doubts that any of those 4 would make a game day squad this year.
All Johnson, Rennie and Chekia would have to do is talk occasionally. They would all run their own shows, worry about their own teams and if they all do that well all the better for Australia Rugby. I’ll take results over happy family crap. Happy families just means group thinking is going on, because if everyone is thinking the same no one is thinking. And that translates into bad management and that is exactly what we have at the Tahs.

Can’t believe I’m saying this out loud, I think Cheika would have the best success in turning around the Tahs.
I’ve actually grown to like him on Stan, and agree with every assessment of each player in discussion. He does know his shit and is confident in his delivery. Kill me now!
