If you look at the 2011 RWC squads, 5 of the 20 sides only selected two hookers. 6 of the sides only selected 2 halfbacks.
3 sides only selected 2 specialist halfbacks and hookers which is what we're doing.
It's certainly not the norm but it's not unprecedented.
